In the hands of Rodion Kastetov, the head of a debt collection agency, there are secret military blueprints, which he successfully sells to a representative of foreign intelligence for a million dollars. Kastetov decides to invest this money in the construction of a new oil refinery, not knowing that the construction of the plant is just a common scam.
